Freelancers can be located anywhere in the world, as digital communication has bridged the gap of needing to work with someone nearby. Therefore, communication will not be an issue and projects can get done at a normal time frame.

However, if you are looking at overseas freelancers, you have to factor in the time difference and the affects that has on the time of feedback/completion and cost of your project due to these factors.
